Dear William Hague,
I'm writing to you about the UK's contribution to the 2012 nuclear Non-Proliferation Treaty (NPT) meeting.
I was very heartened by UK support for the 2010 NPT Review Conference Final Document, which committed to 'undertake further efforts to reduce and ultimately eliminate all types of nuclear weapons'. The subsequent declaration, in the October 2011 Strategic Defence and Security Review, of a reduction in the UK stockpile of nuclear warheads is a positive undertaking providing evidence of real action on the UK's disarmament commitments.
But UK possession of the Trident nuclear weapons system, and plans to replace it, undermine our disarmament commitments. While the UK has been committed to nuclear disarmament now for 42 years under the NPT, replacing Trident threatens to commit us to a further 50 years of nuclear weapon possession. This can only undermine global non-proliferation goals and make the world a less safe place.
At the NPT Preparatory Committee in Vienna this May, the UK should not simply announce its stockpile reduction but be prepared to offer a new round of warhead reductions and a reconsideration of its plans to replace Trident in order to advance disarmament diplomacy. It should also support initiatives to remove US nuclear weapons assigned to NATO in Europe, support progress towards a nuclear weapons convention, ensure that the 2012 Middle East Weapons of Mass Destruction Free Zone conference goes ahead, and agrees concrete actions to advance its goals.
I look forward to your response and the announcement of the UK's proposals for the NPT Preparatory Committee.
